Historical background:
A treasury bag (aka lakomnik) is a small bag or pocket hung on the neck, or more often on the belt. Worn over an apron or under it - to protect against theft. An element of traditional Russian costume, it was widespread. Men's were often leather, and women's woven. Internal pockets on clothes appeared relatively late, on men's clothing - in the 18th-19th centuries, and on women's clothing even later - in the 19th century, so there were external ones made of fabric or leather. Festive variations could be decorated with embroidery, beads and lace.
